Completly right. Anyway IB or Invective arent the only options to get sniper ammo. Just use sidearms.
All options are equal. The problem is bungie and their rapid fast design changes. Mostly done without to check all other game mechanics.

I don't know what they were thinking, honestly. Did they really think people wouldn't be doing this? Because people had the idea before the patch even hit. Just make switching special weapons in 3s wipe your ammo. Problem solved.
