The "green fist faction" is Concordat. The Consensus forces them out of the Tower, and I think also the City, some time ago, filling their place with the FWC. New Monarchy was used as a war effort to crush their remains because of reasons not yet explained in the grimoire. Also the "ghosts lost in time" actually more closely resemble the Aegis than a Ghost. It's been speculated Kabr used both his Ghost and a Harpy to make it, but that's too be discovered
