Yes, while Diablo 3 had its issues, they were ultimately PvE only issues as nobody took their PvP very seriously. To institute a change as significant as Diablo 3 2.0 would mean a whole retooling of Destiny RNG and economy, and balancing PvP in that seems like a nightmare.
