Taking replay and the grind for loot out of the equation, missions carried out in the name of protecting the city have severely undermined Fallen leadership without reducing thier military presence. This has created a dangerous power vacuum that is canon to the story and had led to the rise of Skolas. No telling who may step up to lead next.
