I'm not saying it's easier or harder, I'm simply saying it's possible to get above 310 without doing the raid.
As for level requirements, sure, you can do it with people who are lower light level, but some people just don't want the hassle of having to deal with a lower light player. They take more damage and put out less than someone who's above 315.
