Its supposed to be used differently.
In year one it was another free kill.
Now it makes you choose a playstyle geared toward being able to run in and pop 4 people quickly.
Idk if you have noticed but bungie is moving away from the all around good exotics (hawkmoon) and is making them more niche

It's rare you can pull off all 4 shots and each is a kill... its basically a pve helmet but nighthawk claims that title
