The thing is that if it is only legendaries then at least there is an even playing field and in PVE your exotics will remain veeery powerful so you have a choice of an op weapon for pve activities to calm any nerf to the legendaries. now the only viable weaponry now in the meta is the exotics and only pulse rifle legendaries are considered viable in a competitive stand point
