Good theory. One problem: Hunters aren't this organized. We're a bunch of rouges who make our own rules, and can't be bothered to join forces with anyone we don't want to(and not without the risk of a backstab). Hunters compete & fight with each other a hell of a lot more than we band together. Ever try getting a lone wolf to be part of the pack? Yea it usually ends in a dog fight.
