First of all, that involved TOBACCO, as well as a REAL ITEM. Buying in-game stuff to play with in-game stuff (with no return value ((a real item))) is not illegal.
It may be considered gambling, but it will never be considered illegal.

It's more of the idea behind it, rather than what the item is in question. But I realize this is a grey area in video games or games in general. The "claw arcade game" is considered a game of "skill" with a possible return of a random cash value so to speak.. while slot machines are a game of chance with a possibility of a cash return. But I think we can all agree that paying real money for a chance to get an item based on RNG is just silly. Well, to me at least.
