But they're only putting the old stuff on the random package.
If you want something being sold now buy it now while it's not random.
The new emotes won't be randomized.

I dread the day a new player tries to spam silver just to get the Enthusiastic dance or Slow Clap. Edit: There is no logical reason save for making more money that they would put current emotes in a randomized package system. It wouldn't be difficult for them to just make another page. Kiosks are full of emblems and shaders, it wouldn't be hard for them.

Remember how long it took them to give us multiple pages in the vault? Apparently this is a large programming hurdle for them.
