Just because they let us upgrade legendaries in HoW doesn't mean some quote they made MONTHS BEFORE HoW somehow magically promises that the changes they make IN THE XPACK AFTER THAT ONE will last for the rest of the game. [i]My point is this. The quote that people are spamming has nothing to do with the vanilla or TDB legendaries.
