Technically they didn't.
You were guaranteed a random legendary mask but in the paid packages, could dismantle duplicates to give you glue to make any other rare mask into a legendary so you never lost out if you dismantled. If you look in your inventory (if you bought any masks) the glue is still available all be it with no actual use to you now.
You could then do in-game free activities to acquire the masks you didn't have in rare form and use the glue you got from the dismantle of the legendary duplicate to make those rares permanent.
You will notice that nothing you got from the paid for packages was destroyed after the festival. Be that the spawn in blood vial, the pumpkins, the legendary masks or the glue from dismantling them.
This model doesn't work with the emotes for two reasons.
1. The emotes can't be dismantled to get their value back as silver.
2. Duplicate emotes are useless to the player as you can only have one of each emote and a duplicate would literally not even appear. This would mean that it is possible to open a package you have paid for and get nothing. THIS WOULD BE ILLEGAL!
3. You would have to be able to refund the purchase if the player is not happy with it. This rule does not apply to consumables but, does apply to permanent object.
4. Bungie would need to make it 100% clear that you couldn't get any money back if you got nothing. Our consumer laws would have a field day if that were in any way hidden.
5. You can't sell such packages to minors.
Your role as a moderator enables you immediately ban this user from messaging (bypassing the report queue) if you select a punishment.
