I think you underestimate the amount of solo players out there (as in the new players and onslaught of more new players in the future), so those people will want stuff that they can't get, aka, raid and trials gear. And if you read my whole comment I added in the hypothetical of making old weapons relevant again. This theory of mine would be put in place much further in the future, not next month.
