Golden gun has no travel time & has unreal range, I get where you're coming from but if golden gun had health regen and damage resistance people would complain more about that than they would about Sunbreaker.
Sunbreaker definitely needs a nerf but I think (most) of the other subclasses are fine where they are

Either way, giving golden gun 7 bullets would just break the game in pvp.

Hammers have splash. Golden gun doesn't. Just keyhole if you want. But it's rare people are lined up for that

You can make people explode with golden gun. That is splash damage.
