I personally think it goes:
3rd. Shotgun
2nd. Fusion rifles
1st. Snipers
It should be flipped with the sniper and fusion rifle at this current moment (fusion rifles are pretty hard to use) but given that this is a biased opinion and I find sniping harder.

I think maybe Fusion Rifles and Snipers are tied.

Agreed.. With a fusion rifle you need very accurate timing. Especially when you come out of a doorway with someone there for example. You need to time the thing right, and even if you hit them, but not all the bolts hit, you're dead. There's no other way around it.
