When you get to the room with the runes, there is one of those invisible jump puzzles down to the left of where you enter.

No I did it yesterday on the sunless cell and done everyone since year two began... will have another go

I think that getting the fragment from the Nightfall might be part of the quest for playing the various strike playlists. Have you got to that quest step?
