That is part of the problem. Terror is not a person, group, faction or country. The WAR needs to be declared against a specific person, group, faction, or country for the funds to be appropriately applied and our efforts focused.
As it stands a social media threat about punching someone at school tomorrow is classified as terrorism in the US. Money was tossed out hand over fist all across the country in the war on Terror...money that should have been used to cut the head off the snake.
BTW - war was never declared by congress. The war on terror is no different than the war on drugs in the way it is handled in D.C. That could change if we declared war on ISIS/ISIL.
