Agreed. IMO HoW was the best DLC because 1. PoE was actually replay able due to the week to week changes 2. All gear was made relevant 3. Legendary guns drop frequently during strikes/crucible 4. U could get different versions of elemental primaries 5. Even after u had achieved max level u could spend hours upon hours re rolling for the perfect gun (instead of praying to RNG).
They should've just improved on this instead of starting from scratch. 1. PoE should have an updated version 2. The countless hours I spent grinding away during year 1 should mean more then an emblem and shader 3. Legendary drop frequency should've stayed the same 4. Elemental primaries should've been expanded by allow us to apply burns to any primary of our choosing through the use of a consumable obtainable only by flawless runs (ToO) or HM PVE content. 5. Re rolling should've been expanded to foundry guns (they have limited perk trees anyways) on top of removing OP perks like final round, shot package and rangefinder (shot guns).
I personally hate have they removed all elemental primaries because they wanted to expanded the guns we consistently use, but released 1 burn exotic (supercell). Seem to me like they limited us even further. Also the reason we used FB and VoC so much was because of their unique (OP) perk combos, I would love a Y2 FB (imago loop) without the burn, just the perk combo.
Only set back for HoW was there was no raid but PoE was still a great PVE option.
