It's really not a crutch weapon. I just got it and I find it annoying most of the time. That being said, the use of this weapon is situational. I have a collection of weapons that I'd rather use over ToM. Besides, if I wanted to deal damage on a stationary boss, I have the Sleeper Simulant. For me, it is a better use of an exotic slot than the ToM.
PS.
If a fireteam requires you to have ToM, they're not worth it.

If you even think it's a viable choice to use sleeper over malice you need to leave.

ToM (funny abbreviation) melts the Ogres and Oryx on hard. I don't demand it, but it's the wisest weapon to take into the Raid.
