It doesn't really take that long to get fragments. You find at least 70% of them on GD patrol. The only ones that actually take work to get is the raid fragments and that's only cause it takes work to find a raid team. If I'd play as little as you say you do you I'd find a way to incorporate finding fragments if I wanted it bad enough. Clearly, you have other priorities when you get on for your small amount of time. What exactly do you or ppl like you spend your time doing? ToM isn't like ghorn where you depend on rng to give you something. There is a quest line. The only thing keeping ppl from getting ToM are themselves.
