Even with little time it's not that hard to get. You can knock out at least 30-35 of the fragments in less than 1 hour and there's instructions/videos of where to find them all. The only other part to really spend time at is completing the normal mode of the raid [i]once[/i]. If people spent more time trying to get it than wasting time in PvP or repeating vanguard strikes...
