Because it was paid for in micro transactions. How much silver does it take to buy all the dances? Around 60? Now let's say that there's 50,000 that bought them, just a random number out there no proof to it btw. That's $3 million.. I'm sure they could afford to give out a $20 dlc for free. You're most likely right though, they'll still make everyone pay up.

So if you bought all of the dances you paid $60 for the DLC? Except Bungie will never give anything away for free and it will cost you $29.99 on top of 60.

Large multi-million dollar companies dont get that way by giving stuff away for free...any place they can squeeze out an extra dollar and they will...micro-transactions was just that...an added source or revenue...i hope you're right...because giving it away for free is the only way thousands of people, including myself, will ever play it...after paying for TTK, i will not pay for more of this garbage
