What they need to do is make a matchmaking system that is posted on a kiosk in the tower, from there you pick the level requirements, and then just sit by as the lobby populates: while that happens you would still be in the current lobby while the list populates from other lobbies, so no need to jump in and out of orbit.
The kicker would be that the raid doesn't launch tell the initial maker gives the green light and does his or her grooming of sorts(kick or keep a player and this is all done without even talking to them--no voice and no text).
Why is this key you ask?
Well, this will give the leader of the party to inspect that persons stats/comments via the Destiny App of course: you would be able to get an overall idea of the person before you even talk to or innate the raid with.
That being said, you would get a lot more results then nothing at all, not saying it would be perfect every time you go into the raid, but at least you wouldn't be sitting in limbo forever and a half at the tower or losing the battle 15+ times to the same initial boss.
Also this aspect could be used vice versa of the Guardian entering the team and waiting in lobby for the count down to launch, they would probably be checking the leader out as well I'm sure(and bomb out if they blow hard core cheese chunks).
I'm not even sure why Bungie has never implemented such a feature, because this would work perfect for Crucible/Strikes/Nightfall's/Heroic etc. without having to add a bunch of people you really don't know to begin with on your PSN friend list, and I've seen this feature in many other games, so I know it can be done.
Your role as a moderator enables you immediately ban this user from messaging (bypassing the report queue) if you select a punishment.
