I guess. But think about it. Why else would rasputin disable the traveler. Maybe because he sensed that the traveler was a threat. You never know

Rasputin 5 says that they shot the Traveler because it, being seen as vital to human and neohuman survival, tried to flee. Rasputin then coerced it into helping and wiped his (Rasputin's) memory of the plan for deniable authorization.
