I like how they emphasized leveling up would be easier, how streamlined it would be to get to Lv. 40. What they didn't tell you was how much of an impact guns and armor would have on your light level, and how Lv. 40 isn't really needed. It actually prevents you from using high light-level stuff if you're below 40. It's more complex now than before.
