In regular crucible, level modifiers aren't on. The reason they do this is because so new players to the game can enter a pvp game type and enjoy it, as well as use it to level up. Other game types for PvP (Iron Banner and Trials) have level advantages enabled, so if you enter as a low level you will be wrecked by those of a higher level. #TitanMasterRace
