In regular crucible, level modifiers aren't on. The reason they do this is because so new players to the game can enter a pvp game type and enjoy it, as well as use it to level up. Other game types for PvP (Iron Banner and Trials) have level advantages enabled, so if you enter as a low level you will be wrecked by those of a higher level.

Well with public events that spawn in the open world they can't have level advantages enabled. It would lead to lots of low level players accidentally coming across an event and just getting completely wrecked, I understand you want the game to be enjoyable for yourself, but they have everyone to think about, new and old players alike.

If we are on earth killing lv2 dregs as a level 2, we are doing minimum damage, but each time we level up we do a little more damage with a little more health to those lv2s, but eventually it maxes out. At lv7, you have the same amount of damage and damage resistance as a lv40 against those same lv2 dregs
