I'm on Xbox One. This isn't exclusive. Footage and screenshots from Xbox side. Just do a little digging in Google search, reddit, YouTube, and the forums to find. Too many sources to point out.
It's just insanely rare to come by...Like 1% chance of dropping. And only from an exotic engram so far. Databases have been updated to include info like:
>>310 light/330 light
>>Drops from King's Fall/nightfall l/3oc chest engram
>>Supposedly early glitched drop according to a Luke Smith tweet...But a handful of people have this chest piece and the ATS hunter piece on both platforms.

It's not supposed to be a rare drop. The armor is not supposed to be out yet. This was confirmed on like smiths Twitter. He states a bug has let two drop in the destiny world. Same with the new hunter helm, a few have mistakenly dropped from engrams when they are technically not supposed to be released
