Well if you read the article, you'd understand why its false.
Everything was in the original concept, but they scrapped the original concept due to poor presentation. They then completely redesigned the story and progression. Some of the items didn't fit or weren't finished and were held back for DLC.

The forum is more entertaining than the game itself. At least there is something fresh to read everyday. And by the way, I did pay my $140, so I have earned my right to voice my feelings about the game and Bungie/Activision's business practices.
