You should be rewarded for hitting that headshot with a sniper. For example, I swap to my sniper when I see a self res or a stormtrance etc. etc. If I miss and die, that's my fault. If I hit that headshot, I just wasted their super, I got rewarded for trying. You can't do that to a Titan before a half decent throw has killed you and healed them for the 188 crit you just hit. If you do, and you do it frequently, I suggest you go take a lucky dip on the lottery. Don't suggest black spindle either, it's a waste of an exotic slot if you have it purely for sunbreakers. You'll get 1 chance in a full match to snipe a hammer with it if you're lucky, other than its impact it's worthless in PvP. Running should NEVER be the only option in a competitive situation.
