I felt the same way before, but I felt that this weekend it was incredibly easy to stop a hammer. Hunters just use your bow. Warlocks use Nova Bomb. Titans you can use either Hammer or Striker. In 3v3 they're incredibly easy to shut down. It's just a matter of having one MAYBE two people on your team to dedicate their super entirely to shutting down a hammer; meaning the second they hear someone on the other team use it, they use their super. But of course if all else fails, just run. A titan would much rather revive teammates, then chase 3 guardians around the map, allowing for their super to run out. Hope this can help you, if I had to recommend the best super to shut down a Hammer of Sol, I'd say it's a Nova Bomb, no question about it.
