Use the stag. There's a chance you get one off respawn and you keep until someone breaks it. Technically a stormcaller COULD have an OS.

I played with the stag a bit and never once actually got an overshield.

No you don't keep the over shield until someone breaks it, it lasts around 20 seconds.
