Bungie won't change it. Why? that's the point of RNG - you're expected to grind with multiple accounts. Destiny is more or less an MMO now. Get use to it. Want the best rewards? then Bungie will expect you to put in the hours to get it.

I've played FFXIV, Everquest and WoW, and I got epic amounts of loot no matter what I did. I played Borderlands 1 & 2, even tried the Pre-Sequel, and the amount of amazing loot drops were to the point I was juggling things between characters and accounts before I hit level 10. Destiny's RNG system is extremely flawed, and needs to be tweaked.
