It's been a long time. Can anyone tell me the significance of the Dragon balls? Did they grant wishes or something?

Yes. When gathered together they could grant nearly any wish. The actual rules for what the balls could or could not do differed depending on which set of balls and at what point in time they were used. Earlier in the manga, resurrection was only possible if the body of the individual was still in existence.

Yes they granted a single wish. Like bringing someone back from the dead, or a group of people etc.
