It's definitely not a given that you'll even get those two perks on an Imago Loop. It's random perks. I'm gonna go on a limb here and say that the probability of getting outlaw and firefly is less than .01% chance

People want the weapon because it is a great weapon. Not because it has an elemental damage. In the case of Imago Loop, it doesn't have elemental damage and people still want one.
