Too powerful? How so?
Sure they would drop the corresponding elements shield quickly but other than that they did kinetic damage sans a burn on a strike.
In PvP they might actually be less powerful. Why? Elemental armor. I wear armor that reduces solar damage, you shoot me with the VoC. I win.

Those elemental armours literally do nothing in PvP, you know that right?

Never really put them through a test but if we're talking about how they do against supers, heavy, shotguns, and snipers I'd agree with you. Then again, nobody is meant to survive those very often. Primary weapons are far less powerful so even a slight boost would be the make or break in a close battle.
