Thought the loot drop light level for hard mode was 310-320? I'm sure it's doesn't start from 300.

If you haven't completed normal mode yet you will get your normal drop (300-310) for that completion as well as a possible hard mode (310-320) drop. If you have done normal already you only have a chance at obtaining a hard mode (310-320) drop.

No you can get 300-310 gear still. I got a 305 fusion rifle, 300 hunter cloak, 300 shotgun, and 307 Titan Mark. Only 310+ gear I got was 2 rocket launchers(315 and 317), 316 hunter chest piece, and 320 Titan gauntlets.
