Wait for it to be the nightfall and farm it. The drop rates are really high in NF.

Just got the flayer cloak from the nightfall

I've ran hundreds of heroics without getting one. Every time ive run the NF, someone on my team has gotten treads upon stars or a flayer mantle, if not multiples. The drop rates are much higher.
