All they needed to do was decrease rep gained or increase parts needed for rep gain.
That's the reason they nerfed the quantity. Rep gains with factions.
Otherwise, it makes very little sense to reduce a material that is required for a large and important portion of the in game life of our Guardians.

Rep gain is not that serious. Rank 3 with any faction gets you what you need. Legendary marks are another story and you get capped on those so there's really no issue.
