The Reef is/was the Asteroid Belt... So Jupiter, Uranus, Neptune, Saturn, and Pluto The Nine are out there past the Reef and Jovians, people similar to Xur, exist there as well, around Jupiter. And more recently, Oryx's Dreadnaught now resides in the rings of Saturn.
