What is the domain exactly Galaxy Wide Network for sure but its also a lot more right?

Basically a hidden library of power and knowledge for any Forerunner.

During the final years of the fall of the Forerunners, the Domain fell silent and they were cut off from their knowledge. And most importantly, the Domains is also the Organon, a device capable of re-activating all Precursor structures/artifacts
