Only one nerf in my opinion is needed. Keep a lot of the armor to a point but only just below a high impact sniper rifle's headshot damage. That way it is possible to get one shotted by the most powerful of weapons but not with anything less than that. Sacrificing your favorite weapon for a high impact sniper is a personal choice. They can do it if they want.
