I'm gonna say I think the Sunbreaker is fine as is, warlocks seem to be able to do just fine against them. If you nerf Sunbreaker, then stormcaller will be extremely OP. But I will then add that that golden gun has SOMEWHAT of an argument to increase the damage (I'm on the fence about this one. I trade with golden gun quite often, their two fast shots for my one. How much more balanced could that be?) and that shadowshot should immediately suppress the person it hits if it doesn't kill them, then tether to others as usual.
