Interestingly, it usually has little to no effect on intelligence, though, in some cases, can either lower or raise an IQ by as much as 10 points, thought to be dependant on a person's inherent IQ.
Tl;dr: it makes the smart smarter, and the dumb dumber, while leaving the majority of the population untouched. You'd probably think they were morons sober, too.

Edited by BKU Mako: 10/17/2015 3:40:26 PMI can respect that. I would also suspect that many of those you've witnessed (knowingly) in that state weren't the best and brightest to start with. I would also wager that a VAST number of people you interact with daily are quite stoned, but perfectly functional, if not moreso than while sober. It's the only way some people can even leave the house. It's usually the few who are irresponsible with its use who give it a bad name. And believe me when I say they are not the majority.
