If a guy breaks into my house that I built and is wanting to steal something or harm me and my wife and kid I would fear for my daughter to bother speaking up. Or fear for my bro that went all through high school fearing to tell people about he's gay, afraid of how they treat him as a social individual. Plenty of reasons to fear speaking.
