Lol moron IB gear is to wear when you're not raiding, raid gear is obviously used when you are raiding, and keep in mind not everyone gets lucky with raid drops, I've only gotten the chest boots and mantle for my hunter , chest for the warlock twice and boots for the Titan twice so you're obviously going to see people with mix-matching gear.
