It's not PvE core with PvP added. Maybe that was the original intention. But the game had morphed to basically a 50/50 split between the two.
Also a large majority of the top gear is acquired via PvE. I can't understand how anyone complains about a thing or two that require PvP.

People just like to complain it seems and the game won't be 50/50 until PvP gets a dedicated server. As it stands now is not like that and it's only 50/50 population wise not on game design. If bungie doesn't give PvP a desicated server than you can't called PvP half of the game design.
