I can understand that point of view if the game was sold as being PvP based, but most games tend to get sold with PvE as the primary focus, largely because for a substantial amount of people, that's what they are interested in. Between those and the people that are happy and enjoy both PvE and PvP, this would make up a very very large slice of the customer base of this game.
Those that the only wish to solely play PvP make up a very small % of the total number of players so it's on this basis that it gets frustrating when people are forced to play outside of where they want to.
I have said it before, but the way to keep everyone happy would be to have quests that branch at a certain point that would allow for people to play as they wish and still get the same rewards at the conclusion of the quest.
