Ah. I just saw somewhere that you needed to pre-order that edition to even get access to them.

Well I fileshared with the legendary esition so I guess it is possible.

I hope that's not the case. That's way unfair. I already had the game and Pre-ordered every DLC.

I agree. I think it is a random chance past lvl 25 faction though I got the quest at 27
