So titan can't have a 50% damage reduction super cause hunters don't want to too shoot twice. That doesn't sound balanced. The big thing people forget about or just do know about is out all the supers of this type only titan use up about a fifth of their timer for a single strike. Cost pretty much equals every thing out. If arc blade had to worry about cost for each attack you'd want it to be as effective as rocket launchers.
